Planned Parenthood’s 1969 Memo: The Left's Roadmap to Population Control
Suggestions to restructure the family include: avoid marriage, alter image of ideal family size, control children's education, encourage homosexuality, abortion, and women to work.
Planned Parenthood’s 1969 memo can be seen as the organization’s directive to devise ways to bring about population control by devaluing the family structure, encouraging homosexuality, and fertility control is chilling in its prescience. Even though it was written more than 50 years ago, many of us can attest to the memo’s fulfillment as we witness the left’s attacks on children and women—cornerstones of the family structure.
Called the “Jaffe memo,” it was authored by Fredrick S. Jaffe, a vice president of the Planned Parenthood Federation of America who founded the pro-abortion organization now known as the Guttmacher Institute. — Art Moore at WorldNetDaily
The devaluation of the family structure continues to increase at unprecedented levels under the direction of deep-rooted policies brought to light by Democrats and politicians from all sides. But why? Why aim attacks directly at the core values derived from having a family? Because the family structure encourages togetherness and unity.
Suppose population control is to be within grasp. In that case, it will require the people to depend heavily on outside sources (such as the government) rather than their family or community members. One can argue that it is why Democrats prefer criminals out in the streets—they want us to fear our communities to increase reliance on the government, thus enhancing the people’s dependency on government programs and heightening their power over our lives.
The graph below is one of the many examples that demonstrates how the Jaffe Memo continues to fulfill its purpose as Democrats push an agenda.

The memo provides the following table of “proposed measures to reduce fertility.” In addition, I have outlined the column “UNIVERSAL IMPACT” and “Social Constraints” to show the reader the data trends that indicate how these recommendations have been and continue to be fulfilled.
“Postpone or avoid marriage”
The Heritage Foundation states it best when they say that “Families are the building blocks of civilization.” And also, “…when it comes to fighting poverty, there is no better weapon than marriage.
“Decades of statistics have shown that, on average, married couples have better physical health, more financial stability, and greater social mobility than unmarried people.”

Marriage reduces the probability of child poverty by 80%.” The graph below shows America’s declining marriage rate; considering the benefits mentioned above, this is a big problem.
“Alter image of ideal family’s size”
The largest average families can be found in Utah and Hawaii, with an average of 3.61 members. Conversely, the smallest families can be found in Vermont and Maine, with an average size of 2.88 and 2.85 members, respectively.
“Compulsory education of children”
It was recently reported that math scores plummeted after school lockdowns. Secretary of Education Miguel Cardona responded with the following:
“This is a moment of truth for education, how we respond to this will determine not only our recovery but our nation's standing in the world.”
The very nature of this quote should send chills down your spine as this statement opens doors for more education control over our children.
The Covid-19 Plandemic prompted many parents to start homeschooling—and this trend continued at high rates as the benefits became more evident. For example, from 2019 to the fall of 2020, the percentage of homeschooled students changed from 3.4% to 9%.
“Encourage Increased homosexuality”
According to the latest CDC health survey, which looked at 2017 and 2020, 1.4 percent of 13- to 17-year-olds and 1.3 percent of 18- to 24-year-olds were transgender, compared with about 0.5 percent of all adults. This number represents about 300,000 young people—double the previous estimate!
Today’s society rejects the biblical definition of man and woman. Instead, it promotes the lie that happiness can be found in freedom from traditional gender roles.
“Educate for family limitation”
The desire to not want kids continues with upcoming generations, as many non-parents cite finances as the reason. Martin Armstrong with Statista shares the following:
“Breaking down the other reasons though, we can see an interesting mix of factors coming into play. Aside from the involuntary situation of having medical reasons, the most common deterrent was financial (17 percent).”
“Fertility control agents in water supply”
There’s a study titled “Association Between Maternal Fluoride Exposure During Pregnancy and IQ Scores in Offspring in Canada” that concludes the following:
“…maternal exposure to higher levels of fluoride during pregnancy was associated with lower IQ scores in children aged 3 to 4 years. These findings indicate the possible need to reduce fluoride intake during pregnancy.”
Although the study does not suggest that it reduces the fertility rate, it does indicate that it affects child development—which begs additional related questions.
“Encourage women to work”
An article titled “What we lose when we lose women in the workforce” stated that 2.3 million women left the US workforce in 2020. Today’s culture in the United States continues to downplay a woman’s role at home—by having them stay at home; we are “wasting their talent,” as I’ve heard many times.
